Thomas Garner is the Inventor and Chief Executive Officer of the Flare-Lock Corporation. His formal educational experience is in law, including an Associates Degree in Criminal Justice, a Bachelors Degree in Administration of Justice, Masters Degree in Public Administration, and a Juris Doctorate.

He has thirty plus years of experience and responsibility with accomplishments in all facets of police work for Orange County Sheriff's Department in corrections, patrol, and investigations, at all organizational levels. He retired in 2001 as Lieutenant of Investigations.
